The most effective and shortest way to regulate the operation of SHPPs is to withdraw them from the regulation field of RA Public Services Regulatory Commission. This reply was given to “Blejan” NGO Chairman Liana Asoyan’s request by “Khazer” NGO Legal Advisor Aram Gabrielyan. In her request Liana Asoyan mentioned that the dispute over environmental social problems of SHP operation has been continuing for many years. These discussions are tense, but ineffective.
“You have great experience in administration. I would like to express you our opinion and how this problem should be solved. Which is the shortest and the most effective ways?” asked “Blejan” NGO Chairman.
“Such a solution will have ‘spontaneous’ effect, especially for the construction of SHPs in natural water flows (i.e. on rivers), as their will lose their attraction for private investors in a free business competitive field,” Aram Gabrielyan mentioned. According to him, this solution will be beneficial for social groups (energy consumers and water users) and other energy producers (expect SHPPs), Armenian Electric Networks CJSC, natural environment, amateur fishermen etc. Nevertheless, it is not profitable for the people dealing with SHHP business and local and international lending organizations.
