“It’s true that no SHPP has been constructed under the Kyoto Protocol, but the Nature Protection Ministry, which is a CDM designated authority, has validated about 10 SHPP projects, where there are packages of 10 SHPPs together or 3 SHPPs in one package. The procedure is as follows: the country itself validates the projects for the initiator, after the validation the financing country, let’s say Japan, Denmark or any other country or a bank shall verify it. Their verification is not sufficient: afterwards the international designated authority acting under the Clean Development Mechanism of the Kyoto Protocol shall verify the project. So far, we have internationally verified 6 projects, out of which 3 are SHPPs. (Note by EcoLur: these six projects are as follows: Nubarashen Landfill Site, Lusakert Biogas Plant, Yeghegis SHPP, Argitchi SHPP, Jradzor SHPP, Reduction of Methane Emissions in Gas Distribution Networks).”
Under Aram Gabrielyan, only Nubarashen Landfill Site works under CDM, “The other projects were validated as CDM, but they were not implemented under CDM scheme…Those SHPPs, which were internationally verified, but not implemented, we set a prerequisite of leaving more water in the river – 1000 l/sec, smaller device etc,” Aram Gabrielyan clarified.
