In 2018-2019, the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia has issued a written warning for the non-payment of state duties and fees payable to to Environmental Preservation Fund to 20 soil managers entitled to mining. The ministry told EcoLur in response to EcoLur’s request sent to the Ministry to find out whether in 2015-2019 how many companies and exactly which companies were notified about the probability of the termination of the right to soil management because of the breach of contractual requirements and violations of RA legislation and how the process proceeded after the notifications? Whether there is any case of the termination of soil management right on this basis, if yes, which companies had their soil management rights terminated?”
In the Ministry's response letter, out of the 20 warned mining companies currently operating, only one operates - Agarak Copper and Molybdenum Combine. The following is a list of soil managers provided by the Ministry having been sent warnings.

"If relevant documents proving the fact of eliminating the violations laid down in the written warnings are not submitted to the competent body within 90 days, the Ministry of Territorial Administration and Infrastructure will take relevant measures to launch the process of terminating their soil-management rights according to Article 30 (5(3)) of RA Code on Subsoil.
We would also like to inform you that as of 2018, the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia will carry out relevant activities after receiving the complete information on the fulfilment of the commitments undertaken by the soil managers in the area of socio-economic development of the community,” the Ministry's response says.
