A group of residents of Yeghegnadzor enlarged community, Vayots Dzor Region, sent a letter to RA Prime Minister Nikol Pashinyan, raising the issue of the violation of their constitutional rights to live and create and demanded to annul the illegitimate minutes drawn up after the public discussion initiated by "Metal Gold" LLC on August 18 in Gladzor settlement of Yeghegnadzor community.
A copy of the letter was sent to Minister of Territorial Management and Infrastructure Gnel Sanosyan, Environment Minister Hakob Simidyan, Head of National Security Service Armen Abazyan, RA Prosecutor General Artur Davtyan, RA Police Chief Vahe Ghazaryan, Vayots Dzor Regional Governor Ararat Grigoryan and Yeghegnadzor Enlarged Community Head Davit Harutyunyan.
The letter says: "On August 18, 2022 at 6:00 p.m., Davit Harutyunyan, Head of Yeghegnadzor enlarged community, Vayots Dzor Region, announced a public hearing on the environmental impact assessment no. HO-110-N by "METAL GOLD" LLC, which was not approved by the Ministry of Environment. and consideration of an application that contradicts the requirements of RA law on expert assessment. The public hearing started at 6:30 p.m. by Vardan Avagyan, Deputy Head authorized by the municipality, who did not present a power of attorney from Community Head to organize and hold the public hearings.
Based on the situation, we all left the area, thinking that a new public hearing will be announced in accordance with the law. On August 19, we were informed that after we left the area at around 20:00, Deputy Head Vardan Avagyan returned under pressure for unknown reasons and continued the public hearing, where only 100 people who were in favor of mine development, several journalists and 10 people from the opposition team were present.
Dear Sirs, the inaction and illegitimate actions of Head of Yeghegnadzor Enlarged Community, with the knowledge of the representatives of the law enforcement structures, have deprived a large part of the public of the human rights laid down in RA Constitution, RA laws, international conventions, that is, to participate in public hearings and freedom of speech under normal conditions, submit a proposal, express an opinion, and sign.
The residents of Yeghegnadzor enlarged community believe that our constitutional rights to live and create have been violated, we demand to carry out an investigation, to recognize these minutes as illegal, to severely punish the non-law-abiding leaders who showed inaction, restoring the rights of the society prescribed in RA Constitution and laws.
