This is the second time that an attempt has been made to make draft law on Ecological Information come into force, which severely restricts civil liberties to access and receive environmental information. For the first time, this attempt was made in 2020 and failed under pressure from public and professional organizations. It is noteworthy that both then and now the developers justify the need to adopt such a law with the Aarhus Convention "On Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters."
It is generally accepted that the Aarhus Convention is an instrument for promoting the democratic rights of civil society. However, the provisions of this draft law, on the contrary, restrict these rights by manipulating the provisions of the Aarhus Convention. A number of public organizations opposed this draft law and presented a detailed analysis of the provisions that are contrary to the Aarhus Convention and national legislation. "EcoLur" Informational NGO joins the statement of public organizations.
