Vahagn Khachatryan, parliamentary candidate from the Armenian National congress, Ex Mayor of Yerevan, gave the evaluation of environmental consequences of the market economy. “Everybody has the impression that the privatization in Armenia was carried out during the presidency of Levon Ter-Petrosyan. Nevertheless, whoever is well aware of this process, knows that till 1998 the privatization was mainly carried out in the sphere of trade and service. The privatization by 90%, particularly in the sphere of natural resources, was carried out after 1998, and what about the natural resources we tried to avoid any haste. We wanted to understand who much the economic future of Armenia may be connected, for example, with mining industry. We didn’t know and there wasn’t any good model. – Do you know now? – Rather well. We can already understand that the policy run by the current government will be disastrous for our country. We would like to stress out to important points: the first one is taxation mechanisms, so as the company receiving super profits from the management of natural resources was taxed different from other kinds of taxes and this super profit to enter the state budget. The second point is that the current government has the tendency to grab everything. But the role of the state is not to allow this approach to win in case of favourable market situation, as we don’t live with the present day only, we should have long-term programs.”
