Azerbaijan seeks to hinder the construction of Meghri HPP and intends to dissolve the agreement on Nakhijevan reservoir and Araks aqueduct concluded between the former USSR and Iran.
Iran proposes to direct water from the Araks River via aqueduct from Nakhijevan reservoir to fill up the Urmia Lake meanwhile making a reference to the agreement concluded in 1970. The agreement between the USSR and Iran for 1959 serves as a basis for this agreement making a reference to this agreement concluded in 1970, while the basis for this agreement is the agreement between the USSR-Iran for 1959 about the joint use of the Araks river water in 50/50 ratio.
Now Nature Protection Minister of Azerbaijan proposes to take not the agreements for 1959 and 1979 as a basis for the agreement between Azerbaijan and Iran, but the 1992 Helsinki Convention on Transboundary Rivers and Lakes for 1992. According to this convention, the share assigned to each country is conditioned by such factors, as economic activity, population etc.
The issue of the construction of Meghri HPP is discussed in this perspective and the Azerbaijani party insists, if the HPP is constructed, the share of Iran in using the water of the Araks water will be more than 50%.
