On 21 January the election campaign for the post of the president was officially launched. EcoLur presents election programs of the candidates, which refer to the environmental policy and issues of management of nature resources.

Presidential candidate Hrant Bagratyan is the Chairman of “Azatutyun” (Freedom) political party. Deputy of the National Assembly of the Republic of Armenia, he was elected on 6 May 2012 according to the proportional list from Pan-Armenian National Movement. He was born on October 18, 1958, in Yerevan. He was the Prime Minister of Armenia from 1993 until 1996. He has PhD in Economics, author of more than 60 scientific articles and 15 books.

Hrant Bagratyan’s program, as it could be supposed, has an economic direction. “Soil Stocktaking and Quoted Soil Management” section says, “The Armenian soil should be subjected to stocktaking taking into consideration of the volume of studies reserves and world prices for mining raw materials. Every year the parliament should approve the quote of soil management together with the budget in accordance with the type of raw materials and license of business entities.”

“Public Management of Soil” section says, “Incomplete mechanism of royalty payment for the recovery of nature and natural resources introduced in 2012 should be noted in mining industries (molybdenum, copper, perlite, tuff, basalt, gold etc). Instead each year, together with the budget the parliament should approve the price of each mine, which will enable to connect taxation with changing world prices for mining raw materials.”
