To What Extent Decision on Soil Management Will Work?

Energy and Natural Resources Minister Armen Movsisyan has proposed the draft law “On Establishing Procedure for Reserving Natural Resources Newly Detected, but not Extracted in Mine Developed with Soil Management License.” According to this project, if a new natural resource is detected in the mine, which is not mentioned in the mining agreement, the soil manager shall inform in writing the Energy and Natural Resources Ministry within 14 days mentioning the name of the natural resource, and terms and conditions of its reserving. The questions is whether or not the mining companies operating in Armenia will submit information about new natural resources. Reminder: “On Self-Government” draft law has been worked out, and if it’s adopted, the inspection doesn’t carry out any examinations in the companies at all, while the latter should produce reports about their activities.

It should be mentioned that mining companies in Armenia export ferrous metals and non-ferrous metals in the form raw materials, concentrates or alloys, showing one or two elements. But together with gold, molybdenum and copper the country exports accompanying metals and elements, which cost more at international markets. For example, Armenia exports molybdenum and ferromolybdenum from copper and molybdenum concentrate obtained from Qajaran copper and molybdenum mine. Besides these metals, Qajaran mine contains rhenium, selenium, tellurium, bismouth (http://dic.academic.ru/dic.nsf/ruwiki/1326990), which costs dozens of thousands of dollars in the international market for one gram depending on the purity of the metal.
