Although the mining activities have boosted since 2004, the procedure for granting soil management license haven’t been regulated so far. In this regard, the Energy and Natural Resources Ministry have submitted for the approval of the Armenian Government three decision drafts at once. Under them, at the meeting of 28th March the executive shall approve the assessment procedure of qualitative procedures presented about the information on the financial and technical capacities and means of the organization pending for a soil management license, the content of the information on the financial and technical capacities and means of the organization pending for a geoprospecting license and the requirements posed to it, the content of the information on the financial and technical capacities and means of the organization pending for a soil a management license the requirements posed to it. The adoption of these decisions is conditioned by the requirements of the new Code on Soil.
The result the government expects for is the reduction of corruption risks, so as only properly qualified organizations could claim for the right to soil management.
A question arises: whether or not the companies having been issued soil management licenses so far have the proper qualifications?
