The Ombudsman of Armenia has also assessed the activities of Yerevan Municipality for 2012. Under the report, among drawbacks the Ombudsman’s report particularly mentions, “In a number of cases Yerevan Municipality has made citizens pay illegal fees instead of free-of-charge provision the right to ownership for a territory as prescribed by the law…The problems with arbitrary constructions still remain unsolved, which, inter alia other consequences , hinder the establishment of communities and are associated with rather worrying corruption demonstrations…Yerevan Municipality hasn’t implemented persistent policy in the quick response to tree felling and environmental pollution and developing effective mechanisms for their elimination. According to the drawn up protocols, the arbitrary constructions have been destroyed, the seized land areas owned by the community were liberated from illegal users, while the areas were given their previous appearance.”
