On 10 December the Aarhus Centers of Armenia addressed a letter to the Armenian Parliament Speaker Hovik Abrahamyan in regard with RA draft law “On Environmental Impact Expert Assessment” expressing its willingness to take part in the development of the project, as aarhus.am website informs.
At present the National Assembly considers the new project of “On Environmental Impact Expert Assessment”, which again doesn’t include the below mentioned points of the Aarhus Convention:
• To review public participation mechanisms in decision-making by establishing proper procedures and ensuring the factual participation of the stakeholders in this process,
• to establish liability mechanisms for decision-making without public participation or to make the current mechanisms stricter,
• to improve the environmental impact assessment procedure and statutory to prescribe the opportunity for independent public expertise,
• to guarantee the position of the affected community with legal instruments.
The coordinators of the Aarhus Centers are deeply concerned with this situation and express our willingness to tackle reasonable solutions and to seek improvements based on the provisions and democratic principles of the Aarhus Convention, public dialogue and cooperation.
We are ready to invite a meeting with the participation of all stakeholders on the date and time suitable for you with the expectations to discuss the current situation and find ways out.
