Adriana Jordanova Damianova, a Lead Environmental Specialist and Program Team Leader in Europe and Central Asia Region, WB Sustainable Development Department, presented the position of the World Bank on the new draft law “On Environmental Impact Assessment” during public discussion held by AUA Acopian Center for the Environment.

Adriana Jordanova Damianova carried out the analysis of the new draft law as compared with RA Code “On Subsoil”: “The code and the new draft law have much in common. We can see several deviations and incompliance in the duration of several processes. We are proposing the Energy and Natural Resources Ministry to think over the compliance of these durations,” she noted. In her opinion, the new draft law well summarizes most international experience, though there are problems, which are subject to clarifications and may be solved with bylaws.

Adriana Jordanova Damianova's assessment is as follows: 'Well-defined goals and well-defined plans on nature protection and monitoring.'

'Pan-Armenian Environmental Front' initiative member Levon Galstyan objected her, 'In your opinion, it turns out that the draft law on EIA should comply with the Code 'On Subsoil', which is contradictory itself and causes debates among parties. Whether it wouldn't be correct to do the opposite and to make amendments to the Code?' he asked. In reply Adriana Jordanova Damianova noted, 'We are not writing laws, but we are assisting the Government to write laws. The code on subsoil has been written down with the participation of many experts.'

She also added that many laws look nice on the paper, but if control and accountability are missing, the outcomes won't be good ones. You can watch Adriana Jordanova Damianova's full speech in the video made by Tehmine Yenoqyan.
