On September 29, a discussion-workshop was held on the topic "Building System MRV (Monitoring, Reporting and Verification) and Knowledge Management".
The project "De-risking and Scaling-up Investment in Energy Efficient Building Retrofits" (2017-2023) is implemented by the Armenian office of the United Nations Development Program with funding from the Green Climate Fund under the coordination of the RA Ministry of Environment.
During the event, issues related to the development of a new template for the energy performance of buildings certificate (EPB), adaptation of the legal field of Armenia, mandatory certification and revision of building standards of buildings under construction and existing buildings, etc. were touched upon.
Guest international experts Stanislav Andreev and Tsvetomira Kulevska presented the European experience of implementing MRV system in the field of buildings.
"International experts will present concrete proposals and provide assistance to Armenian specialists so that we can bring the legislative field of Armenia in line with international norms," Tigran Sekoyan, an expert consultant of the project, said in his speech.
"Without a body that takes responsibility, the process cannot be started, it is also important to have trained energy auditors in this area. Certification of buildings at a certain stage should become mandatory, which will be possible as a result of consistent work," Stanislav Andreev said.
According to Tsvetomira Kulevska, their upcoming work will focus around legislative issues to help Armenia resolve questions related to energy requirements, emissions, certification, the definition of buildings with almost zero energy consumption, etc.
