On 25 August, the National Assembly of Armenia adopted the Government’s Programme for 2026–203.
According to the Programme, the Government’s reform priorities for the country’s energy system are to ensure energy security and establish a stable, sustainable, and competitive energy system within the framework of “Crossroads of Peace” initiative, which aims to integrate Armenia into regional energy infrastructure and markets.
The document states that energy sources will be diversified by developing nuclear, gas-fired, hydropower, solar, and other renewable energy capacities, including the potential of green hydrogen. Armenia’s energy transition will be launched.
The priority actions in this area are as follows:
- Legislative and institutional reforms in the electricity sector will be implemented to strengthen the resilience of the energy sector, liberalise the market, and enhance competition.
- Renewable energy will be developed, with the target of increasing combined solar and wind power capacity to 2,000 MW by 2040.
- Modern energy storage facilities will be introduced to ensure the flexibility and stability of the energy system, with a target of achieving at least 800 MW of battery storage capacity by 2031.
- Energy efficiency programmes will be implemented to reduce consumption and improve efficiency in the residential, industrial, and commercial sectors, including through improvements to building and urban development standards.
- The programme for the second extension of the operating lifetime of Unit 2 of the Armenian Nuclear Power Plant (ANPP), extending its operation from 2026 to 2036, will be fully implemented.
- The construction programme for a new nuclear power unit will be launched, with the selection of the power unit technology to be completed by the end of 2027 at the latest.
- Local electricity grids will be modernised to facilitate integration into regional energy networks, expanding opportunities for electricity imports, exports, domestic sales, and transit. The 400 kV Armenia–Iran double-circuit overhead transmission line and the Noravan 400/220/20 kV substation will be commissioned. Construction will begin on the 400 kV Armenia–Georgia overhead transmission line and the 400 kV Ayrum and Ddmashen substations.
- Dialogue and cooperation with Türkiye and Azerbaijan, as well as with countries across the wider region, will be promoted with the aim of expanding new energy interconnections.
