In the framework of the project entitled “Support to SHPP-relating Reforms Through the Dialogue of Public and RA Nature Protection Ministry for Sustainable Use of River Ecosystems” the expert group visited “Getap” SHPP. “Getap” SHPP is located in the administrative area of Shaghat community, Syunik Region. According to the water usage permit, the SHPP carries out water intake from Aragil River, a tributary to the Vorotan, and its left-side brooklet. It’s operated by “Firma G.A.KH” LLC. At the moment of observation the SHPP was not in operation and the monitoring was carried out only in the station area.
As a result of the monitoring, the expert group found out:
- According to the project, the static pressure of the SHPP is 143.0 m, estimated pressure –82.0 m. The estimated yield used by the SHPP is 1.101 m3/s, projected capacity – 740 kW, according to the certificate issued by the Public Services Regulatory Committee on 1 January 2015, the factual useful delivery of the electricity is 1.186495 million kWh, according to the project, the estimated production is 2.578 million kWh, duration of license - 22.06.2007-22.06.2022, water usage permit -03.12.2010-03.12.2013.
- There are significant incompliances between the real coordinates in discharge sections and the coordinates laid down in the water usage permit: according to the water usage permit coordinates, the water discharge section coincides with another SHPP station constructed on the Aragil River.
- During 12 months the SHPP can take from 2 rivers 12614.4 cum water leaving environmental flow of 0.036 cum/s water in the river. It should be mentioned that the SHPP construction plan envisaged environmental flow of 0.019 cum/s.
- The dam envisaged by the project is a concrete structure – 1.3 meters high and 30 meters long. A stair-like fish passway and fish-protecting net is planned in the head section.
- According to “Computation Center” CJSC data, in 2014 “Getap” SHPP operated for 11 months in 2014 and produced 471860 kW electricity.
- You can meet brown trout, the Kura barbell, the South Caucasus Sprilin in the Aragil River. Penetration of the rainbow trout and the Prussian carp is possible.
- According to the project, the length of the derivation pipeline is 4568 meters, its diameter – 720 mm. It was not buries in the observed section.
- In line with the project there are two turbines installed in the station.
- The station area is not improved and fenced.
Proposals
1.To examine to what extent the environmental flow of 0.036 cum/s set in the water usage permit is sufficient for the vital activities of the given river and surrounding ecosystem.
2.To bury the pipeline under the ground.
3.To fence, improve, green and plant trees in the station area.
4.To specify the SHPP coordinates.
