In the framework of the project entitled “Support to SHPP-relating Reforms Through the Dialogue of Public and RA Nature Protection Ministry for Sustainable Use of River Ecosystems” the expert group visited “Manuk” SHPP. “Manuk” SHPP is located in the administrative area of Angeghakot community, Syunik Region. The SHPP uses the water of Vardan Zoravar springs. It’s operated by “Smbul” LLC.
As a result of the monitoring, the expert group found out:
At the moment of observation the SHPP was not operation and the station was closed.
- According to the certificate issued by the Public Services Regulatory Committee on 1 January 2015, the static pressure of the SHPP is 70 m and the estimated pressure is 67.7 m. The estimated yield used by the SHPP is 0.07 m3/s, projected capacity – 38 kW, the factual useful delivery of the electricity is 0.02532 million kWh, according to the project, duration of license - 08.02.2012-08.02.2027, water usage permit 14.09.2012-14.09.2015.
- There are significant incompliances between the real coordinates in water intake and the coordinates laid down in the water usage permit.
- According to the local guide, the water intake point has been changed, as water intake is carried out from the previous water intake point for fish farming. There are also certain incompliances between water discharge coordinates.
- According to the water usage permit, “Manuk” SHPP can use 2207.52 cum water ensuring 0.005 cum/s environmental flow in the river. The water usage permit doesn’t mention the amount of the monthly water intake.
- According to “Computation Center” CJSC data, in 2014 “Manuk” SHPP operated for 10 months in 2014 and produced 20446 kW electricity.
- The derivation pipeline is made of steel. According to the project data, the length of the pipeline is 630 meters and its diameter is 30 mm. According to “Smbul” LLC, the length of the pipeline is 160 meters and its diameter is 250 mm. The pipeline is underground.
- The project envisages to have one turbine.
- The project doesn’t envisage to have a fish passway.
- According to the company, 150 trees have been planted: there is no water-meter in the water intake, the SHPP doesn’t have an employee and a biotoilet.
- There is no automatic management system of water level in the water intake.
Proposals
- To lay underground derivation pipeline.
- To re-equip the SHPP building with up-to-date turbines having high technical effectiveness, which will result in the economic profitability of the SHPP.
- To ensure automatic management system of water level in the water intake.
- To install a water-meter in the water intake section sealed by the proper environmental body.
- To improve, green and plant trees in the station area.
