Yerevan Municipality faces significant issues related to leased land areas. More than 90% of the capital’s parks have been leased out, as by Artur Khalatyan, Deputy Director for Development at “Landscape Greening and Environmental Protection” SNCO, during the roundtable discussion organized by “EcoLur” on "Green Zone: Assessment of Situation and Perspectives".
There are serious problems regarding leased lands, where the SNCO’s specialists are not authorized to carry out any work.
“As for the leased parks, the vast majority - 90% and more - are under lease. The parks have been leased out for around 90 years, not even just 50,” he stated.
In response, lawyer Nazeli Vardanyan asked why these lease agreements aren’t being terminated if there are clear breaches of contract.
Municipal representatives struggled to answer legal questions, explaining that the lease agreements often vaguely define the obligations of the lessee. As a result, the municipality usually loses in court proceedings.
