In 2019, the Ministry of Territorial Administration and Infrastructure issued a written warning to about 204 soil managers. As a result of the warnings, about 501 million AMD of arrears have been paid to RA budget, which means the arrears accumulated for 20 years. Proceedings for termination of soil management rights are being processed for non-payment to 31 other organizations and also for other reasons, and over the last 6 months approximately 21 soil permits have been terminated as Minister of Territorial Administration and Infrastructure of the Republic of Armenia Suren Papikyan stated at the final press conference in 2019. “Our ministry has done a great deal of work in the field of soil management, although it was not visible to the public. I do not want to have the perception that the termination of rights means that the Armenian government is fighting against soil managers, but in Armenia soil management should be under high environmental standards. At the same time, this is one of the important directions, which today provides large financial means for our budget in Armenia,” Suren Papikyan said.
