Kapan Mayor Ashot Hayrapetyan expressed his disagreement with the NGOs. “EcoRight” and “EcoLur” having demanded to recognize the hearings held at Zangezour Copper and Molybdenum combine as invalid. Reminder: these two organizations have addressed a demand on annulling the public hearings on “the amendment to Zangezur copper and molybdenum reserve mining (including amendment to mining volumes, expansion of soil area and prolongation of permit)” to Nature Protection Ministry and Kapan Municipality (links).
Mayor Ashot Hayrapetyan thinks that the legal grounds mentioned in the demand for annulling the hearings (particularly, non-availability of access to project documents in electronic version) don’t comply with the reality, “On 2 July 2016 the information about the hearings, familiarization and the electronic version of the documents were displayed on the official website of Kapan Municipality. Nevertheless, because of some technical problems, some users experienced problems with opening the documents, which were soon corrected. … At the same time it was mentioned that one could get familiarized with the content of the documents in the impacted communities, including Kapan Municipality….,” Kapan Mayor’s reply says.
