The Government of the Republic of Armenia sets new rules for soil managers aimed at the development of responsible mining, rational and efficient soil management.
RA Minister of Territorial Administration and Infrastructure Suren Papikyan presented the legislative package at the sitting of the Government of the Republic of Armenia.
Proposed changes in the package
· Exclusion of construction of upstream tailing dumps;
· Make the maximum 50 years of the right to use the subsoil for metallic mines 25 years and 15 years for non-metallic mines.
· In case of metal mines, soil management permits will be issued if the mentioned mine has been assessed during the last 5 years and reserves have been approved, in case of non-metallic mines - during the last 10 years.
· In case of appealing the administrative act on termination of soil management right in court, the execution of the administrative act will not be suspended.
· If the soil manager does not perform 70% of the work provided by the soil management right, s/he will not be able to apply for the extension of the soil management right.
· Splitting of mines or sites will be ruled out as much as possible: resources will be provided in full balance.
· Pledging the right to soil management will be carried out not by notification, but by prior agreement procedure.
· A basis will be established for the extraction of sand deposits on the banks of border rivers in border lands.
