RA Ministry of Territorial Administration and Infrastructure (TAI) is going to specify the rules on how much social assistance the soil manager should provide to the affected community under the soil management agreement, as Lilia Shushanyan, TAI Deputy Minister, said during the program "Interview with Astghik Sargsyan" on Public TV.
Touching upon the question about not having socio-economic obligations under soil management contracts of 14 mining companies, Lilia Shushanyan replied:
“When the legislative reform took place, the contracts had already been signed, where those additions, obviously, were not implemented. However, I would like to note that many people do this within the framework of their policy of goodwill or social responsibility. As for the regulation of social responsibility, I would like to note that the authorized body also works in that direction.
There is a principle in the mentioned legislative field, but that principle is not sufficient for effective implementation. There is no such criterion set today, the whole field remains open. Clear criteria are needed for how we measure, how much and what quality of support we will receive from communities for soil management. We are going to clarify these rules, how much social assistance the company shall provide under the contract, and if possible, extend it to the existing soil management contracts."
Reminder: the obligations of social and economic development of the affected communities were not prescribed in the soil management contracts of the following companies: "Zangezur Copper and Molybdenum Combine" CJSC, "Teghut" CJSC, "Akhtala Mining and Processing Plant" CJSC, "Kapan Mining and Processing Plant" CJSC, "Multi Group Concern" LLC, "Litchqvaz" CJSC, "Ler X" CJSC, "Meghradzor Gold" LLC, "Mego Gold" LLC, "Active Miner" LLC, "Marjan Mining Company" LLC, "Vardani Zartonq" LLC, "Fortune Resources” LLC, “Paramount Gold Mining” LLC.
