As a result of improper distribution of water resources, a number of SHPPs operating in the Akhuryan River Basin have problems with water use regimes. Water is unevenly distributed between SHPPs, thus resulting in conflicts of interest. In order to resolve the issue, the Ministry of Environment made amendments and supplements to decision N 240-N "On approving Management Plan for 2017-2022 of Akhuryan Basin Management Area and approving priority measures for effective management", which was adopted by RA Government at its sitting on August 18.
Under to the decision, the Akhuryan water basin management plan has been supplemented with a new point, according to which the water of right-wing canal supplied with the Akhuryan River during the irrigation season should be used only for irrigation. The established environmental flow values have been revised.
Akhuryan water basin management plan was supplemented with the areas vulnerable tp nitrates and protection zones established under governmental resolution 64-N dated on January 20, 2005 "On the criteria of sanitary protection of aquatic ecosystems, flow management, groundwater protection, water conservation, ecotone and unalienable zones", which are one of the main parts of the new model of the watershed management model.
With the adoption of this resolution, it is possible to review the terms of water use permits issued to the parties to the dispute in accordance with the established procedure, in particular the water regime in order to exclude conflicts of interest by water users in the future.
