On November 22, a roundtable discussion titled “On RA Draft Law on ‘Climate Change and Toward the New NDC” took place at EcoLur Press Club. The event aimed to deliberate on the draft Climate Law and to present EcoLur’s analysis of Armenia’s 2021–2030 Nationally Determined Contributions (NDC) under the Paris Agreement.
The discussion was organized by EcoLur Information NGO within the framework of the “Empowering Communities to Participate in and Raise Awareness About Climate Policy Implementation in Armenia” project, in collaboration with the Heinrich Böll Foundation’s South Caucasus Regional Office in Yerevan.
EcoLur’s President, Inga Zarafyan, welcomed the participants:
"The adoption of ‘Climate Change’ Law should hold great significance for communities, and I am very pleased that today we have community representatives present at our discussion. The issues are complex and require difficult solutions. We must determine where to place our emphasis," she stated.
Mkrtich Dallakyan highlighted the importance of the program, noting that it is one of the most significant initiatives of the Heinrich Böll Foundation’s South Caucasus Regional Office:
"This project has several components. One is the Armenian civil society’s response to COP29.
Another is the analysis of climate-related actions within CEPA’s roadmap and the extent to which communities are involved. The third, and equally important, component is this discussion on climate policy. Our main goal is to ensure that climate-related processes become as participatory as possible from the perspective of communities," Dallakyan explained.
Artak Baghdasaryan presented the draft Climate Law, after which Rosa Julhakyan, an EcoLur expert, shared observations and recommendations regarding the draft. EcoLur Deputy President Viktoria Burnazyan presented analyses and conclusions on Armenia’s NDC, while Aram Gabrielyan delivered a report on “Alternative Climate Policy.”
