

The green park in front of the Red Cross office at 140 Zaryan Street, Yerevan is being destroyed. EcoLur Informational NGO received a video from Yerevan residents showing construction equipment destroying perennial trees in the park.
The other day we referred to the construction works to be carried out in the park, where it is planned to build a high-rise building according to the sign posted in the area. We sent the alarm signal to RA Environmental Protection and Mining Inspection Body: In response to EcoLur's letter, Head of Yerevan Territorial Department of Inspection Body A. Labladjyan informed on April 12, 2021 that the area at 140 Nairi Zaryan Street belongs to “Libreit” LLC with the right of ownership. On March 17, 2012, Yerevan Municipality has already issued a construction permit No. 01/18-22099-389 for the construction of a multifunctional building.
"According to Article 1 of RA Law “On Tariffs for Compensation for Damage Caused to Fauna and Flora Due to Environmental Violations" and Article 202 (3) of RA Civil Code, volume of deforestation and damage to nature is not calculated," the official response says.
According to Article 202 (3) of RA Civil Code, the landowner has the right to use everything that is on the surface of his land plot, unless otherwise provided by law and does not violate the rights of other persons.
EcoLur: In this case, the residents of the adjacent area of the park are deprived of green space. The question arises on what grounds Yerevan Municipality issued a construction permit to "Libreit" LLC in a green area, whether the inspection body is not competent to write out an act for that action?
