President of EcoLur Informational NGO Inga Zarafyan has filed a report on come to Chief Department on Organized Crime of RA Police in regard with “Know Truth about NGOs” video posted on Facebook social network by unknown people on “Beyond Brackets” FB page.
President of “EcoRight” NGO Arthur Grigoryan also filed a report on crime to Chief Department on Organized Crime of RA Police together with Inga Zarafyan.
Inga Zarafyan’s report says, “On 25 November 2016 a video was posted on “Beyond Brackets” FB page by unknown people, where libeling information was presented to me - President of “EcoLur” Informational NGO Inga Zarafyan. Taking into consideration that the authors of the aforementioned video accuse me of “extortion”, which is a crime as prescribed by RA Criminal Code, I find that the actions of the authors the video contain the features of “false crime reporting” set by Article 333 of RA Criminal Code.”

The video particularly says, “There are documentary evidences that “EcoLur” NGO receives money from certain mining companies for good coverage. It has been proved that “EcoLur” has received several dozens of millions through several trenches, out of which the largest was 81 million AMD. This working style belongs to Inga Zarafyan, member of 'Transparency International Anticorruption Center', President of 'EcoLur' Informational NGO and Director of Information Center of NAS RA. A number of stakeholders helped her in such working style, including...Arthur Grigoryan and other interrelated people. There are serious ground to suppose that in this way Inga Zarafyan and her friends are building and build relations with such mining companies such as 'GeoProMining', 'Dundee Precious Metals', 'Zangezour Copper and Molybdenum Combine' etc. As a matter of fact, EcoLur's activities are blackmailing and extortion.'
I'm requesting to initiate a criminal case on the basis of the submitted facts containing the features of “false crime reporting” set by Article 333 of RA Criminal Code. I'm willing to present any information, which will promote the investigation of the case and detection of the crime. Please, find attached the aforementioned video on the CD.
Arthur Grigoryan's report says, 'On 25 November 2016 a video was posted on “Beyond Brackets” FB page opened by unknown people, where information is presented as if 'EcoLur' Informational NGO President Inga Zarafyan regularly extorts large amounts of money from different mining companies. The authors of the video also mentioned me as a person assisting Inga Zarafyan in these affairs.
In fact, the authors of this video accuse Inga Zarafyan on committing an 'extortion', which is a crime prescribed by RA Criminal Code. Assisting to the offender is complicity, for which RA Criminal Code set criminal liability.
Taking into consideration that the allegations addressed me are false and I think the actions of the video authors contain features of “false crime reporting” set by Article 333 of RA Criminal Code. You can find the posted video at
