Aida Hovhannisyan, 54, appealed to the Prosecutor General in connection with an incident happened in the Ministry of Nature Protection. She was beaten up by the head of a department of the ministry Hrachya Ayvazyan and deputy head Ashot Khachatryan causing serious injuries due to which the woman could not work for the next ten days. She also wrote in her letter to the Prosecutor that she had serious physiological problems.
Aida Hovhannisyan is an inspector at the ministry of nature protection.
The incident happened on January 10 when Aida Hovhanisyan disagreed to the evaluation of her managerial skills made by Hrachya Ayvazyan, in the latter’s office. She disagreed with the evaluation in written form but the head of the department forced her to sign the original evaluation.
The woman says that as soon as he heard her wish to exercise her right, Hrachya Ayvazyan attacked her and shouted abuse and then called his deputy who also assaulted the woman and they beat her. The whole ministry, including the minister, learnt about the incident on the same day. Aida Hovhannisyan met with the minister who advised her not to speak about the internal issues of the ministry outside. Then the minister talked to the head of the department in the presence of the woman, as well as instructed Aida to write a report describing all the details.
During a meeting held on the next day to discuss the incident, the head of department urged Aida Hovhannisyan to apply to the police if she could prove the injuries were caused by him and his deputy, stating that they had nothing to do with her injuries. Aida Hovhannisyan repotred the incident to the police but the investigation failed to prove she was beaten because causing harm involuntarily is not a crime.
Later, Hrachya Ayvazyan reported to the chief of staff that Aida Hovhannisyan had insulted him and demanded disciplinary proceedings. In answer to the inquiry on further proceedings on this incident, the Chief of Staff of the ministry E.Pirumyan agreeing he had seen bruises on Aida Hovhannisyan. “But I was not there,” he said.
