S.O.S Sevan Initiative Proposing To Held Liable Officials Having Reached Anti-Legislative Decisions on Lake Sevan

S.O.S Sevan Initiative is proposing RA Justice Minister Artak Zaynalyan to meet and discuss those mechanisms, which will permit holding liable the officials having reached anti-legislative decisions on Lake Sevan. The letter says:

'S.O.S Sevan Initiative, which unites dozens of NGOs and individuals concerned with Sevan destiny, is concerned with the ecological state of Lake Sevan over the recent years. In 2017, an additional 100 million cum water was taken from Lake Sevan, which had a negative balance and led to the waterlogging processes in the lake. In parallel with the decrease in the lake level, the lake loses its self-cleaning properties and the pollutants flowing into the lake with the rivers and sewage get accumulated in the lake, which poses a great danger for the whole ecosystem of Lake Sevan.

Currently, Water Committee of RA Ministry for Energy Infrastructures and Natural Resources is proposing to let out additional water from Lake Sevan not taking into consideration that the negative balance of the lake is impermissible in line with the legislation preserving Lake Sevan.

The processes, which have led to the extreme deterioration of the state of Lake Sevan, have the features of an environmental crime: people having signed under the decisions haven't been held liable.

The competent bodies of the new government make decisions on Lake Sevan without public participation, which are based on the violations of the law.

Having been concerned with such a working style and the situation in Lake Sevan, as well as taking into consideration your position in regard to the additional water intake in 2017 as an 'Yelq' MP, we are asking for a meeting to discuss those mechanisms, which will enable holding liable those officials, which made anti-legislative decisions with their signatures and simultaneously not allow the competent bodies of the new government not to circulate the illegal project on the additional water intake from Lake Sevan. We are expecting to discuss public accountability of decision-makers – criminal, administrative and public accountability.
