"Nahatak" Tailing Dump Reclamation Project on Agenda

On March 30, Akhtala hosted the third public hearing on the Environmental Impact Assessment (EIA) project submitted by Akhtala CJSC.

No resident from the area near Nahatak tailing dump was present at the public hearing. Hovhannes Nikoghosyan, Director of "Akunk-Firma" LLC, presented what works will be carried out.

"The amount of water has been calculated. Water will be needed for workers. The technical water will be used to prepare hydroseeding. If we do not cultivate the soil, we have mentioned two options: biological reclamation with soil, and the other with hydroseeding. All water will be used irreversibly. There will be no waste, only household waste will be generated," he said.

During the previous public hearings, some observations were made on the EIA application by Akhtala Community Head Arkady Tamazyan aqnd Oleg Dulgaryan, President of “Community Mobilization and Support Center” NGO. Hovhannes Nikoghosyan mentioned that some of them were taken into account.

Samvel Khachatryan, Director of "Akhtala OPC", responded to the observation of Gevorg Aslyan, the representative of “Community Mobilization and Support Center” NGO, that information about the construction of a new tailing dump is circulating among the population.

"We have a preliminary plan that there should be a tailing dump. Finally we need a tailing dump, a place for waste water, but there is no clear decision on where or when.”

"Akhtala OPC" has a problem with keeping tails and has been trying to find a solution to the problem for years at the expense of new territories. After "Nazik" tailing dump was filled, Nahatak tailing dump was re-operated in in the area of Mets Ayrum and Tchotchkan villages, which has already covered the water supply sources to the village.

In 2015, local communities refused to transfer 12.10684 ha of Mets Ayrum and 27.98901 ha of agricultural land areas in Mets Ayrum to the category of industrial lands for the construction of a new tailings dam. No tailing dump was built as a result of the public protest. Akhtala OPC launched a dry tail storage project in the open pit area, which was unsuccessful. Nahatak tailing dump, which was supposed to be closed and reclaimed in 2018, is still in operation, which poses serious risks to the environment and the population. The company has not yet raised the issue of using new technologies for tail development.

Hovik Nikoghosyan mentioned that the service period of the tailing dump will be 5 years. According to Oleg Dulgaryan, the company does not envisage health care for the local population.

"They will only check the air, soil and water. Meanwhile, in order to mitigate the damage already caused to the population, such measures should be envisaged in the draft EIA of reclamation,” Oleg Dulgaryan said.
