Stepanavan residents are concerned they will lose their rest zone because of the new SHHP. “Shumen” LLC intend to construct a “Stepanavan-2” SHHP on the Chqnagh River. Nevertheless, as Stepanavan Municipality Agriculture and Nature Protection Department Head Vardan Mkrtchyan said the Municipality didn’t give its consent for the construction on the Dzoraget River, but not on its Qgnagh River. “Shumen” LLC Lawyer Ara Sargsyan, Nature Protection Ministry representative Laura Balayan said at the public hearings held on 1 March 2013 that governmental decision N 1523 N dated on 1 September 2005 changed the category of this very territory for land areas for energy needs, i.e. the existence of the rest zone in Stepanavan is undermined due to the government.
