At the workshop held on December 21, 2021, the draft of National Program for Renewable Energy and Energy Saving for 2022-2030 was discussed with stakeholders. It was developed within the framework of “EU4Climate” EU-UNDP Regional Climate Program.
The aim of the workshop was to support the development of a long-term low-emission strategy in the energy sector in Armenia. The workshop was attended by about 70 representatives of the Ministries of Environment, Territorial Administration and Infrastructure, UNDP, EU Delegation to Armenia, other donor organizations, Electric Networks of Armenia, Gazprom Armenia, energy sector and civil society.
The study of climate change risks and impacts on the energy sector in Armenia will serve as a basis for the development of an action plan adaptation to the climate change impact in the energy sector. The development of a sectoral adaptation plan is included in the decision No. 749-L of RA Government "Climate Change Adaptation Action Plan and List of Measures for 2021-2025" adopted in May 2021.
It should be noted that 68% of greenhouse gas emissions in Armenia fall on the energy sector.
Inga Zarafyan, President of "EcoLur" Informational NGO, raised the issue of the gap in the regulatory framework in the field of solar energy "National Program for Renewable Energy and Energy Saving for 2022-2030" draft law. "Every strategy, program or plan must have a normative base. The development of the sector must include requirements and norms. If there is that normative base, it would be good if it was presented in the program," she stressed out.

Inga Zarafyan responded, "The business undertakes some obligations to the community, to a certain extent, but that amount is 2-3 times less than the amount that the company would have to pay if it paid for the land at a cadastral value."
Reminder: by 2040 the strategic program of the development of the energy sector of the Republic of Armenia has targeted the sharp expansion of the capacities of renewable energy, in particular solar energy, bringing its share to 15%.
