Environment Minister on Waste Management

Reforms in Armenia’s waste management system, the legislative initiative to restrict plastic use, and the introduction of Extended Producer Responsibility (EPR) continue to remain key policy directions of Environment Ministry, as RA Environment Minister Hambardzum Matevosyan informed during his meeting with journalists, presenting the legislative changes and programs being implemented in the sector.

New Regulations in Waste Management

According to the Minister, a number of legislative amendments have already been adopted in the waste management sector, aimed at strengthening landfill site control and increasing environmental protection. Hambardzum Matevosyan noted that legislative regulations establish the obligation of organizations managing landfill sites to conduct monitoring of waste disposal sites. At the same time, fines are предусмотрены in cases where landfill site operators violate monitoring procedures. In addition, requirements have been defined for the design, construction, operation, and closure of hazardous waste landfills. The legislation also provides rules for land restoration after the closure of a landfill site.

Plastic Use Restriction Starting from 2027

The Minister also referred to the draft law restricting plastic use. From January 1, 2027, the use of polyethylene bags and a number of plastic products will be restricted. The draft provides for banning the sale and distribution of polyethylene bags and sacks, as well as the sale or circulation of single-use plastic or foam containers and tableware. The Minister emphasized the importance of public awareness in discussions of the law and called on the media to support this effort.

According to Hambardzum Matevosyan, the issue of restricting polyethylene bags and single-use plastics has been discussed in Armenia for years. Previously, interim solutions were adopted, such as restrictions on the thickness (micron level) of polyethylene bags, which were intended to give businesses time to transition to alternative options. In the Minister’s assessment, alternatives have already formed in the market. In particular, some businesses have started using paper bags or packaging made from other materials. He noted that a number of hotels have voluntarily shifted toward limiting plastic use. This process is considered especially important in the context of international events, particularly ahead of COP17 to be hosted in Yerevan in October 2026, when Armenia is expected to demonstrate more environmentally responsible approaches.

Draft Law on Extended Producer Responsibility Almost Ready

During the press conference, the Minister also spoke about the draft law on introducing the Extended Producer Responsibility system. According to him, the Ministry has already held a number of meetings with businesses and sectoral associations. Hambardzum Matevosyan stated that the draft law is almost at the final stage. However, based on certain observations, the Ministry has requested the revision of several approaches. It is planned that after the completion of the work and before the final submission of the draft law, additional discussions will be organized with the participation of interested stakeholders.
