

"Armenia National Interests Fund" (ANIF) CJSC stops its activities. The authority to manage the package of 100 percent shares of ANIF is assigned to State Property Management Committee of RA Ministry of Territorial Administration and Infrastructure. On May 23, 2024, the Executive Board adopted Resolution 734-N in this regard. This process is related to the interests of a number of communities where ANIF has been active within the framework of various programs.
One of ANIF's investment projects is the construction of the solar photovoltaic plant "Aig 1" in the administrative areas of Talin and Dashtadem settlements. ANIF has a 15% share in the project implementing company "Masdar Armenia", and the 85% share belongs to "Masdar" company registered in the United Arab Emirates.
For the implementation of the project, the statutory capital of ANIF was supplemented with 547.31 ha of plots of land in Talin and Dashtadem settlements with a market value of around 3 billion. (Decision No. 1777 of October 28, 2021, Decision No. 1137 of July 6, 2023). As compensation, within the framework of "Aig-1" project, "Masdar" company made a community development payment in the amount of 320 million AMD under the donation agreement signed with Dashtadem and Talin.
In Talin community, it is expected that projects worth about 2 billion AMD will be implemented in exchange for the land donated to “Aig-1" solar plant construction project.
"Ecolur" Informational NGO sent a request to RA Economy Minister Gevorg Papoyan:
- What steps will be taken for the financing of the implemented and planned projects in Talin and Dashtadem settlements in exchange for the lands invested in the authorized capital of ANIF?
- Public Services Regulatory Committee informed Ecolur that "Masdar Armenia" company did not apply to the commission to obtain a license for electricity production or other activities in the field of energy. Please, clarify the implementation of "Ayg 1" project without obtaining a license.
In response, RA Deputy Economy Minister of Narek Teryan informed:
"1. At present, Armenian National Interests Fund CJSC acts as the implementing state of "Ayg 1" project, and there is currently no corresponding legal act on the termination of its activity.
The financing of the implemented and planned projects in Talin and Dashtadem settlements is carried out within the framework of "Ayg 1" project, and even the termination of the activities of Armenian National Interests Fund CJSC will not be an obstacle to the financing of future projects, because the financing is carried out within the framework of "Ayg 1" project, regardless of who will act on behalf of the state.
2․ We announce that on July 25, 2024, the Government of the Republic of Armenia approved the Resolution No. 1167-N "On making amendmentsand supplements to the Resolution No. 1986-N of the Government of the Republic of Armenia of December 3, 2020, and authorizing the Minister of Economy of the Republic of Armenia." "Masdar Armenia" will submit an application for a license to Public Services Regulatory Committeebefore the start of the project in order to conduct energy production or other electrical activities in the field of energy”.
