“Armenian Women for Health and Healthy Environment” NGO
“Armenian Women for Health and Healthy Environment” NGO is concerned about the outflow of funding by foreign donors to meet the social needs of the general population and children in particular, which is a result of the indifferent attitude of the Government of Armenia. The organization has sent an open letter to Mr. Karen Karapetyan, the Prime Minister of the Republic of Armenia, which says:
“Dear Mr. Prime Minister,
In October 2015 the reconstruction of the kindergarten in the village of Ditak was carried out within the framework of a charity program, with the financial support of the Swiss private fund Sourir vers l'Avenir. The above organization also provided financial support for the kindergarten inventory. Another part of the inventory was purchased with the help of philanthropists – a family from the USA, and the “Armenian Women for Health and Healthy Environment” NGO. A total of USD 77,500 of charitable funds was spent.
According to the Decree of the Government of the Republic of Armenia N 336-N dated March 24, 2016, AMD 11,000,000 were allocated for the functioning and equipping of a kindergarten in the village of Ditak from the Government reserve fund in the form of a subvention. As a result, the kindergarten was opened serving 40 children from Ditak and neighbouring villages.
Our organization welcomes the approach stated by the Armenian government and you personally to attracting foreign investments. At the same time, we would like to draw your attention to the fact that starting from 2017, the new Government of Armenia has stopped financing the Ditak village kindergarten despite verbal assurances from high-ranking officials of the Ministry of Territorial Administration and Development.
It should be mentioned, that in August of 2017 the Ararat marz administration promised to the donor, the head of the Swiss fund Sourire vers l'Avenir, that 5,000,000 drams would be allocated to the Ditak village kindergarten by October 2017.
Donors and charitable foundations carrying out investment and charity programs are very attentive to the position taken by the Government in relation to the problems that they help to solve within the framework of their financial support. The suspension of funding of the Ditak village kindergarten has already adversely affected the decision by two donors from Germany and Switzerland related to financing the construction of a new school building in the village of Arevabuir, where more than 200 children are currently studying in unacceptable conditions.
We ask you to consider the possibility to allocate 5 million drams from this 1.371 billion for the operation of the Ditak village kindergarten.
