How Effectively 144 SHPs Operate?

The effectiveness of 144 SHHPs currently operating is rather contradictory. Despite this fact, their number is expected to increase by 70.
“If to consider from the viewpoint of business, this field is rather attractive, there is no monopoly here. Nevertheless, it seems attractive only at first sight…Today we experience serious problems with the imperfectness of legislation and the normative documents, there are no standards to be aimed at the examination service of SHPPs, their financial regulation, there is lack of awareness,” said Inessa Gabayan, National Coordinator of Armenian-Norwegian Partnership in the field of SHPP Development at the press conference held at “EcoLur” Press Club.
She mentioned the aim of the program was to detect and ensure sustainable development in the program and she sees the solution to this problem in the use of modern technologies. The devices designed for special control will record all the drawbacks connected with SHHP service, which will be available to all. Inessa Gabayan considers it ineffective to say “No” to SHPPs, but at the same time she thinks the problem is not posing any demands by community residents, “If you complain, you are displeased, you should, to some extent, have your contribution in this control. You should be active and not wait for somebody else to come from the outside and to say something…”
“EcoLur” informational Ngo President Inga Zarafyan expressed her discontent over this issue. “As an NGO we have received several complaints and have visited the people, who had filed an official complaint to the higher bodies, such as Nature Protection Minsitry, Government and even President’s administration. There are no leverages. We don’t have a procedure for complaining… Under the procedure, the inspection carries out examinations, only when Minister’s order is available,” Inga Zarafyan said.
We speak about the illegal operation of Argitchi SHHP, SHPPs in Shatin and Martz Villages, where the villagers’ complaints were not taken into consideration during the construction and none of the departments carried out any examination there.
At the press conference UN Climate Change Framework Convention National Focal Point and Head, Environmental Protection Department, Aram Gabrielyan agreed with the opinion that Clean Development Mechanisms of the Kyoto Protocol are a way to conceal anti-environmental programs.
