EcoLur is interviewing CEE Bankwatch Network Central Asia coordinator Alexi Pasyuk on the climate change and financial policy of the EBRD:
- Why does EBRD fund SHPP projects through the perspective of global warming?
- EBRD has taken some measures to reduce carbon emissions, but it doesn't refuse from funding the projects, which increase these emissions, for example the charcoal industry in Mongolia, stating that they can't see other ways of development in Mongolia. It's difficult to expect from the EBRD that the bank will be fighting with climate change, if the ideology is constructed on the advancement of consumer's culture. The EBRD is seeking to disseminate the idea of a free market, economic development, which is based on consumption.
- We can say that the EBRD puts money first and funds the project, which bring quick income?
- EBRD funds the projects, which commercial banks can't and won't dare to funds because of risks. The business considers social risks from the economic viewpoint. If you create a problem for people, they create a problem for you through courts and blocking roads.
- Does the EBRD follow how the project its funds is implemented?
- They are not able to follow all the projects. If the bank puts forward an argument, next time it won't just grant a loan to the company. But in reality, if the bank is strict, people won't apply to it for money.
