At the meeting of RA Public Services Regulatory Commission held on January 5, 2022, the draft decisions on making amendments and additions to the rules of the RA wholesale and retail market network, as well as the amendments to the model forms of electricity market contracts, approved by the decisions of the commission №516Ն-№523Ն dated on 25.12.2019, were adopted, and under the regulations prescribed therein, starting from February 1, 2022 it is planned to make a gradual transition to the new model of the electricity market, as Public Services Regulatory Commission informs.
According to PSRC regulations, the goal is to create the necessary legal and economic preconditions for the liberalization of RA electricity market and the introduction of competitive components, under which it is envisaged:
· to define the rules of trade in liberal market conditions, including the procedure for changing the supplier (guaranteed supplier) by consumers, the requirements for market participants;
· to rewrite the model forms of contracts concluded with consumers, stipulating that by January 25, 2022, "Electric Networks of Armenia" Closed Joint-Stock Company, in accordance with the procedure established by the decision, shall periodically provide a sample form of the defined contract and informing consumers about the regulation fixed by the commission decision of the relevant contract amendment;
· to fix the principles of trade in the wholesale electricity market, the rules of activity of new market participants, including the production service providing balance service, the activities not subject to tariff regulation;
· more efficiently ensure the operation of the electricity market, improve the transparency of operations and competitive conditions.
