Implementers of Afforestation Programs to Be Exempt from EIA State Duty
The 300,000 AMD state duty set for environmental impact assessment (EIA) for afforestation activities on non-forested lands will be abolished.
 
In this regard, a package of draft amendments and supplements to the Laws “On Environmental Impact Assessment and Expertise” and “On State Duty” has been developed, which the Government of the Republic of Armenia approved on April 9, 2026.
 
With the proposed changes, national legislation will be aligned with the requirements of Aarhus Convention and the Espoo Convention, ratified by Armenia.
 
It is proposed that a positive state expert conclusion may be declared invalid by the authorized body.
 
According to the legislative package, **construction and reconstruction projects of state and community schools and kindergartens will not be subject to EIA expertise; instead, the environmental position will be provided within the framework of urban development expertise.
