The draft Government decree stipulating free removal of the deadwood from the forest by families of local communities was put into circulation. The decree was jointly developed by "Hayantar" SNCO and the Ministry of Agriculture RA.
Currently removal of the deadwood (naturally fallen trees and branches) from the forest is charged AMD 1,200. Removal of the deadwood without that payment is considered as illegal use of the forest.
Addressing social problems of the local communities and considering shortage of arable land and one unfavorable for agriculture purposes, as well as high tariffs for electricity and gas, "Hayantar" SNCO provides locals with an opportunity to remove deadwood free of charge. Depending on the availability of deadwood in each forestry the annual volume of deadwood forecast for each household will be any amount of cubic meters. This volume is not for sale. Simultaneously, removing of the deadwood will be controlled.
As stated by Mr. Martun Matevosyan, Director of "Hayantar" SNCO: “Enforcement of the decree will contribute to the legalization of forest use, reduction of illegal logging and corruption, as well as prevention of various diseases of the forest and improvement of sanitary conditions.”
As a result of public discussions, organized in various forest adjacent communities, the draft decree received positive feedback by community members, local authorities and NGOs. After getting the opinion of interested ministries, the decree will be submitted to the Government for approval.
