Kapan Residents Don't Need A Mediator Represented by Aldermen's Council for Solution of Their Most Serious Problems

The decision-making of the Aldermen's Council of Kapan optimized community in regard to permitting Zangezour copper and molybdenum combine (ZCMC) to use around 400 ha of land areas in Artsvanik, Sevaqar, and Chapni rural residential areas was postponed, as Facebook user Davit Hakobyan's post says. At the same time, he called for the local residents, 'Dear Kapan residents, Artsvanik residents, Sevaqar residents and Chapni residents – the solution of this problem depends on you. We shall reach the fact that such most serious questions must be solved through establishing direct diplomacy and not have it mediated. As we can see, the 'elected' people mainly don't serve public interests. Consequently, we should do that on a collective basis.'

Reminder: on 17 May 2018 the residents of Artsvanik village, which suffers the most from Artsvanik reservoir developed by ZCMC, held a protest demonstration. They were demanding to annul the governmental resolution 791-N “On Recognizing Eminent Domain in Some Areas within Administrative Areas of Artsvanik, Sevawar, Atchanan, Chapni and Syunik Rural Communities in Syunik Region in the Republic of Armenia” dated on 21 May 2015.

Reminder: with the resolution adopted this year eminent domain was recognized over 491.8093 ha of land areas in Artsvanik. Sevaqar, Achanan, Chapni and Syunik Communities or the expansion of the tailing dump owned by “Zangezour Copper and Molybdenum Combine” (ZCMC) CJSC. Largest land areas have been alienated from Artsvanik Village - 274.8378 ha for the benefit of a private company.

The protesters have arrived in Yerevan to have a meeting with the Armenian Government, nevertheless, the factual governmental decision is still in force.
