RA Environment Ministry proposes to amend the procedure of coordination with the authorized bodies for the use of the environmental tax paid for environmental pollution.
The Ministry has put into circulation on the website www.e-draft.am a draft resolution of the Government of the Republic of Armenia, which proposes to define the priorities for the implementation of the measures provided for in the environmental programs or the procedure for coordinating their changes with the authorized bodies of the environment and health care.
According to the authors of the draft law, a uniform and clear procedure should be established for the coordination of priorities for the implementation of measures and their changes.
With the adoption of this draft law, it is expected to create favorable conditions for the affected communities to ensure a clear and effective procedure for the agreement of environmental programs. Also, according to the project, the definition of the priorities for the implementation of the measures and the more concise and clear deadlines for the agreement of their changes will contribute to the more effective implementation of RA budget process each year.
According to the draft, the head of the community must submit the priorities for the implementation of measures to the authorized bodies for approval by June 1 of the year preceding the year of the project implementation, and their changes by October 31 of the year of the project implementation, through the electronic document circulation system.
After the specified dates, the priorities for the implementation of the measures submitted to the authorized bodies for approval or their changes are not agreed upon by the authorized bodies.
