The dismantling, construction, installation, commissioning and adjustment works of the new 110/220 kV open distribution devices (ODDs) envisaged in the separate allotted square of the Armenian Nuclear Power Plant (ANPP) have not been carried out. The point is that in the tender for the purchase of these works, which was initiated by "ANPP" CJSC in August 2021, a company named "Epran" LLC with no previous experience in such works, was selected. This company has not signed the relevant contract for the performance of the works. As a result, the previously signed contract with the latter was terminated unilaterally, as we from the substantiation of RA Government Decision 464-A, which RA Government adopted on April 7, 2022. Under the adopted decision, the Armenian Government has decided to apply qualification criteria for the participants in the procurement procedure for the construction of a new ODD.
As to why the qualification criteria were not applied before, the rationale of the decision says that the procedure of organizing the procurement process approved by the Armenian Government N 526-N dated on May 4, 2017 does not lay down the qualification criteria of the participants.
An inexperienced company was selected for the work, despite the fact that, according to the document, the BBC, built in 1974, had more than once been the cause of the ANPP emergency stop.
The construction of the new ODD was envisaged within the framework of "Plan for the extension of the design period of the lifetime of the ANPP second power unit".
The construction of the new ODD is delayed.
