Mining Sector in the Government’s Programme for 2026–2031

On 25 August, the National Assembly of Armenia adopted the Government’s Programme for 2026–2031, which includes separate provisions addressing industrial policy and the development of the mining sector.

The Programme states that industrial policy will focus on the technological and structural transformation of Armenia’s production base, the expansion of manufacturing, as well as the development of resource-efficient, export-oriented industries that generate high added value.

To this end, the Government plans to improve transparency, accountability and responsible governance mechanisms in the field of subsoil use and protection, bringing them into line with the requirements of the Extractive Industries Transparency Initiative (EITI) Standard. At the same time, the Government plans to apply environmental, social and governance (ESG) criteria.

The Programme also envisages promoting the listing of 45 Armenian mining companies on international stock exchanges by bringing them into compliance with international standards.

One of the planned changes in the mining sector is the development of the capacity of the sectoral laboratory, with the aim of bringing it into compliance with the ISO/IEC 17025 standard and establishing a reference laboratory. The Government also plans to establish a Geological Service and a unified digital information database. This is intended to ensure the unified management of and access to data on the state cadastre of mineral deposits and occurrences, the state balance of mineral reserves, subsoil-use rights, changes in mineral reserves, and other sectoral data.

The Programme also envisages the full digitalisation of administrative processes in the mining sector, including the granting, extension, amendment and termination of subsoil-use rights.

In addition, the Government plans to establish at least one production facility for biogas and one for green hydrogen.
