Why didn’t the State Environmental Inspection perform proper control in Ararat Valley before? Marzpetuni Qamalyan, Deputy Head of State Environmental Inspection, Staff of Nature Protection Ministry, answered this question on 27 October. “We didn’t use to perform proper control, as we experienced serious problems in the legislative field. In 2013 the legislation was amended and we were able to affect on water users through the economic mechanisms due the amendments to these legal facts,” Marzpetuni Qamalyan said.

It should be mentioned that the Armenian Government has taken measures to preserve the water resources in Ararat Valley, when Arart Valley faced a disaster due to overexploitation of these resources. Damage of millions was caused to nature, “if the fish farmer uses 100l/s water illegally, annually the damage caused to water resources will make up around 45 million AMD, and another 15 million AMD must be paid for using the resource, i.e. around 60 million AMD. It’s a serious economic mechanism, and even the Code on Administrative Offences sets fines in the amounts of 300,000 AMD,” Marzpetuni Qamalyan said.
