Issue of Introducing Early Warning System in Context of Climate Risks in Armenia Discussed During Round Table

On November 22, 2024, the draft law on "Climate Change" was discussed at EcoLur Press Club. Arthur Gevorgyan, Head of Climate Service of Hydrometeorology and Monitoring Center of RA Ministry of Environment, speaking about the necessity of introducing a modern early warning system for disasters in Armenia, noted that this provision should be included in the draft law on "Climate Change."

"In Article 4 of the draft law, there are key objectives and tasks, one of which is resilience to the adverse effects of climate change, particularly at the community level. In this regard, from our professional perspective, awareness and early warning are very important because climate change is generally associated with cataclysms and an increase in the frequency of hazardous events. The question arises: if resilience to the adverse effects of climate change is defined as a primary objective in the draft law, what regulations does the draft propose regarding the introduction of an early warning system for disasters?" he said.

In response, Artak Baghdasaryan, Head of UNDP Climate Promise program, replied: "The issue of disaster risk management is closely linked to adaptation policy. However, there is a parallel draft law addressing this issue directly, focusing on a rapid response system. It falls outside the scope of regulation of this draft law."
