

On November 22, "Ecolur" Press Club hosted a roundtable discussion titled "On the Draft Law of the Republic of Armenia on Climate Change and Towards New NDC."
Artak Baghdasaryan, Head of UNDP's Climate Promise program, presented the draft "Climate Law."
"The draft law is a framework document providing the legal foundation for developing, implementing, and evaluating climate policies, mobilizing resources, and shaping the necessary infrastructure and environment," Baghdasaryan explained. Over the years, Armenia has made significant progress in developing climate policy documents, largely driven by international commitments, specific initiatives, and even individual efforts.
The draft law outlines a clear institutional framework, specifying the roles and responsibilities of different institutions in developing and implementing climate policies. It also defines how responsibilities are distributed among state bodies, territorial entities, and local communities, as well as the participation of public and private sectors. Baghdasaryan emphasized the importance of both delineating responsibilities and setting the policy framework to reflect the government’s climate agenda and measure the effectiveness of its implementation.
Regarding climate financing mechanisms, Baghdasaryan stated: "The financial and economic regulations outlined in the draft law will enable the government to pursue a more active policy in mobilizing the necessary financial resources. Without sufficient resources, it is unrealistic to expect that the set goals will be achieved at the required level. Additionally, the law seeks to create opportunities for resource mobilization without imposing rigid constraints that might limit their use under certain conditions or over time."
The drafting of "Climate Law" began under the EU4Climate program and continued within the Climate Promise initiative. The draft is currently available for public discussion on the Unified Website for Draft Legal Acts.
The roundtable was organized by Ecolur Information NGO as part of "Empowering Communities in Armenia to Participate in and Raise Awareness of Climate Policy Implementation" project implemented in collaboration with Heinrich Böll Foundation's South Caucasus Regional Office in Yerevan.
