How PACE Will Assess Armenian Parliament Speaker's Removal of Zaruhi Postanjyan from Armenian Delegation?

The Armenian NGOs are applying to the PACE Committee on Rules of Procedure, Immunities and Institutional Affairs in regard with removing “Heritage” faction MP Zaruhi Postanjyan from the national delegation.

Reminder: on 2 October 2013 Zaruhi Postanjyan asked a controversial question to the Armenian President at PACE session, which caused the negative reaction of National Assembly Speaker Hovik Abrahamyan. The application says that National Assembly Speaker signed two decrees on 22 October 2013, one of them refers to the formation of the national delegation to PACE reserving the right to decision-making to the National Assembly Speaker. The second decree refers to making changes in the composition of the national delegation to PACE and replacing the representative of “Heritage” Party with the representative from “Country of Law” Party, a member of government coalition.

The letter says that these decrees violate the Resolution 1798 (2011) on the fair representation of the political parties or groups of national parliaments in their delegations to the Parliamentary Assembly and violates respect for human rights and pluralistic democracy.
