Non-registered Water Intake in Two Communities in Armavir Region

Gay and Griboyedov Community residents in Armavir Region don’t have water use permits to carry out water intake from the weeks, don’t submit a report on the used irrigation and drinking water, there are no water meters. Regional municipalities don’t control the fees paid by residents making use of the same water spring, as ‘Armavir Development Center’ NGO Head Naira Araqelyan said on 30 January presenting the results of the monitoring of water use permits carried out in Gay and Griboyedov Communities.

‘Municipalities don’t want to establish an intracommunity enterprise, which would deal with water intake, transfer, and distribution from irrigation and drinking water springs. The works are carried out by the residents – the residents pay for pumps, equipment repairs, and electricity payments,’ Naira Araqelyan noted.

As a result of the examinations of ‘Armavir Development Center’ NGO, it is proposed to the government:

· To enhance the supervision over the use of groundwater resources,

· To increase fines for water use without having a water use permit,

· To require from Gay and Griboyedov communities to receive water use permits, to submit state reports on the use of water resources and to install water meters.
