The requirements of sanitary standards prescribed by the Armenian legislation are not adhered to in Kapan Town, Syunik Region, as 'Regional Monitoring Institute' Ngo Chairman Arshavir Khalapyan told EcoLur. According to him, this problem was raised at the joint discussion held at Kapan Regional Municipality on 5 August 2015 with the participation of Kapan Mayor Ashot Hayrapetyan and 'Hayjrmughkoyughi' CJSC Southern Branch Manager Jivan Margaryan.
According to Arshavir Khalapyan, at the beginning of the discussions Kapan Mayor mentioned that the company regularly submits reports to the City Municipality on water schedule and water quality, but it's hard to reply to what extent the data presented in the water supply schedule are precise, as they don't have any mechanisms to check their precision. Moreover, the Kapan residents taking part in the discussion presented substantiated proof that water supply has been implemented with breaks, while insufficient quality conditions of the network often result in breakdowns. Questions on drinking water and sewage cleaning stations, as well as the questions of performing the provisions of 'non-typical' contracts signed between Kapan Regional Municipality and 'Hayjrmughkoyughi' CJSC were left unanswered.
