The residents of Astghadzor community appealed to RA Prosecutor General Arthur Davtyan with a complaint about the inaction by Gegharkunik Regional Prosecutor's Office and Chief Inspector of Martuni Police Investigation Group. The complaint was joined by the members of Public Environmental Court, President of “Armenian Forests” NGO Nazeli Vardanyan, President of “Martuni Women's Council” NGO Anahit Gevorgyan, President of “EcoLur” Informational NGO Inga Zarafyan.
The complaint was based on the verdict of Public Environmental Court on "Violation of Water Rights of Astghadzor Community Residents".
“Dear Mr. Davtyan,
The residents of Astghadzor Village in Gegharkunik Region have been protesting for years over the illegal deprivation of their village and the violation of their right to clean drinking water. Astghadzor residents had to apply to Public Environmental Court. Public Environmental Court found that the rights of the people in Astghadzor and their legal interests were violated and applied to RA Government, Prosecutor's Office and other state bodies.
In 2020 RA Prosecutor's Office, after receiving verdict BHD/03/20 of Public Environmental Court, sent it to Martuni Police for the preliminary investigation of the case. However, on 15.06.20, Chief Inspector of Martuni Police Investigation Group with his decision rejected to instigate a criminal case. Astghadzor residents appealed that decision to Gegharkunik Regional Prosecutor, who replied in writing on 06.07.2020 that the Astghadzor residents had not reported on crime, therefore, their complaint was not proceeded.
Joining the protest of Astghadzor residents and acting on their behalf, we ask them to initiate a criminal case in order to eliminate the unlawful actions, to restore the rights of the residents in Astghadzor village, to held the guilty people liable.
